Upon graduation from Upper Merian High School in 1968, he spent three semesters at Bradley University in Peoria, Il pursuing a business degree. Upon withdrawing from college, he moved to Annapolis, MD and began to strike out in a new direction. In the Christmas season of 1971, he had a powerful conversion experience and a little over two years later, on February 18th, 1974, launched a new church plant in Gaithersburg/Rockville Maryland with his wife and 2 children. At that time he was 23 years old, his wife Linda was 20 years old, their son Sean was 3 years old and his daughter Joy was 1 years old. They started with approximately 8 people attending including his family.

In 1974 Pastor Libby was elected the District Sunday School Secretary, which included duties such as organizing church training events for Sunday School teachers, Sunday School development, keeping financial records, and dispersing funds for that department. Two years later he was elected Director of the Sunday School Department and was responsible for the ministerial and Sunday School teacher training for the Maryland/DC District which has approximately 50 churches. Later, he was elected Home Missions Direction and was responsible for planting new church works throughout the district. During his three year tenure as Home Missions Director he helped establish six new churches. He became a Presbyter in the early 1980’s which made him a member of the District Board. This position gave him supervisory responsibilities of about 12 churches and pastors in his section.

In 1991 – 1993 he was elected the Northeast Executive Presbyter by headquarters and was responsible for the Northeast Region of the US to include 12 districts and approx. 200 churches and pastors. This required him to travel and conduct business meetings for Districts within this region, counseling pastors & ministers, providing advice on dealing with people, church policies, and leadership training. He was elected to this position again in 2004 held this position until 2006.

From there he was elected the District Superintendent which made him responsible for the entire District of 50+ churches. His duties as Superintendent included counseling ministers and pastors with personal and church problems, scheduling training events, and sparking new vision and course for the entire district. He developed new policies and organized conferences that inspired and encouraged many from across the Nation.

Over the past 32 years, Pastor Libby has spent considerable time in counseling, ministering, and developing church leadership. This not only had great impact in the community in which he lives, but in the organization in which he holds his ministerial license. His ministry has touched and changed the lives of many throughout our Nation and many other countries as well. He has conducted training and crusades literally around the world. His ministry has taken him to Africa, Grand Bahamas, Trinidad, Grand Cayman, Jamaica, Kenya, Alaska, Zimbabwe, Ethiopia, South America, Guyana, and Canada. His character, vision, and self-sacrifice are insurmountable.

Truly, he is a man driven by God.
